EPA's Lead-Based Paint Renovation Repair and Painting Rule
The EPA’s Lead-Based Paint Renovation, Repair and Painting Rule (RRP) became effective April 22, 2010.
The rule is intended to address the lead-base paint hazards created during repair, renovation or painting which disturbs lead-based paint in homes built before 1978 and child occupied facilities. It sets certain requirements, including training and certification; work practices and recordkeeping, for paid contractors performing such work in these facilities.
Some exclusions exist including properties in which a written determination has been made by certified lead inspector or risk assessor that the components affected by the proposed work are free of paint or other surface coatings that contain lead equal to or greater than 1.0 mg per cm2.
Post-renovation cleaning verification by the certified renovator is required unless optional clearance sampling is conducted.
The US Department of Housing and Urban Development (HUD) has its own specific rule applying to control of lead hazards in housing. The Lead Safe Housing Rule applies to all target housing that is federally owned and target housing receiving Federal assistance.
